Who carries out the survey?
This official statistics survey is carried out by the Institut national d’études démographiques (Ined), a public research organization like the CNRS.
Ined studies populations, conducting research on births, deaths, unions, migrations, etc.
The Families and Employers survey is carried out under the scientific responsibility of three Ined researchers: Roméo Fontaine, Ariane Pailhé and Delphine Remillon.
Who designed the questionnaire?
This survey is conducted under the scientific responsibility of three INED researchers. It was developed with a team of 28 researchers and specialists in statistical survey design. The Ministry of Labor, the Ministry of Solidarity and Health, the Caisse Nationale d’Allocation Familiale, France Stratégie and the Mairie de Paris are partners in the survey.
The study has a scientific advisory board and a legal advisor to ensure that the survey runs smoothly.
Professional organizations, associations and observatories were consulted (CFDT, CGT, MEDEF, ANACT, UNAF, Observatoire de la QVT, Observatoire de la responsabilité sociale des entreprises, etc.).
The questionnaire was validated by each of these partners and recognized by the Conseil National de l’Information Statistique and the Comité du Label (in which the social partners participate), which awarded it the status of mandatory (and statistical quality).
What is the theme of the survey?
Work-life balance is important for employees, and has a positive impact on their professional commitment. Employers are acting at their level to avoid these negative effects (via working hours, work organization, deployment of services, etc.). This survey focuses on employers’ actions in this area.
It is a scientific, non-commercial study.
The study has received the favorable opinion of the Conseil national de l’information statistique, and is recognized as being of general interest and of statistical quality.
What will this study be used for?
This study will provide a better understanding of work-life balance. The aim is to gain a better understanding of employers’ practices in this area.
It seeks to :
- understand how work-life balances depend on professional configurations
- measure the impact of changes taking place in families, at work and in public policy (professional equality law, labor law, caregiver leave, longer paternity leave, etc.) on work-life balance.
- find out what measures employers have taken to avoid the negative effects of work-life imbalances
- Determine which of these measures are the most effective in terms of employee well-being and professional commitment.
For example, it aims to answer the following questions:
- Are the establishments aware of employees’ family situations? To what extent do they take this into account when organizing work?
- Do employers have a role to play in improving work-life balance? What constraints do employers face?
- What measures are employers currently implementing? Which are the most effective in terms of employee well-being?
- Does taking into account employees’ family constraints help reduce absenteeism? improve productivity? increase employee loyalty?
- How is teleworking organized?
What is the effect of teleworking on employees’ quality of life at work? on their working hours?
This information cannot be gathered from administrative sources, which is why we are asking you to respond.
What questions will I be asked?
The questionnaire covers an essential topic for professionals / human resources departments. It covers working hours and time, teleworking, vacation entitlements, personnel management and social policies.
What will be the impact of this study?
Your answers will help researchers to understand the complex links between work and family life, and to determine which measures implemented by employers have the greatest impact on the well-being and professional commitment of employees or agents.
Ined has a mission of public interest. The information obtained from this survey is awaited by all the social partners, as well as by various departments of the Ministries of Labor, the Civil Service, Social Affairs, etc. The results of the survey will enable public decision-makers, employers and social protection bodies to develop dedicated policies and assistance schemes. The statistics produced will also be used to inform professional associations, companies and the media.
The study is supported by the Ministries of Social Affairs and Labor.
We undertake to inform you of the first results of the survey as soon as they are available.
How did you get my contact details?
This study is carried out by INED on a public-interest mission.
Nearly 30,000 people take part in the individual section of the survey. We then question the establishment where the surveyed employees work.
Your establishment’s contact details have been retrieved from public company information, on the basis of its SIRET (establishment identification number), or from the postal address of your establishment.
Your personal business details will be used exclusively by INED to contact you for the purposes of this study. No other use will be made of your contact details.
Is it compulsory to respond?
Responding to the Families and Employers survey is compulsory. It has been approved by the Conseil national de l’information statistique, on which the professional organisations have a seat. The survey is recognised as being of general interest and of statistical quality, and has been made compulsory.
How long does the questionnaire take?
Completing the questionnaire takes around 15-20 minutes.
We know that your time is valuable. This questionnaire has been designed to take as little time as possible. Only essential information that is not available elsewhere is requested.
The questionnaire can be completed at any time on the Internet and can be interrupted and resumed at any time. The questionnaire is available in the employers’ area.
When will the survey take place?
The survey will take place in 2024. You will receive by post and/or e-mail your identification codes to take part in the survey. You will be able to participate as soon as you receive this information.
How was my establishment selected?
Nearly 30,000 people took part in the individual section of the survey. We then question the establishment where the employees surveyed work. At least one employee from your establishment took part.
This sample is said to be ‘representative’; it has been drawn up to faithfully reflect the diversity of establishments. To obtain quality results and take into account the diversity of establishments, we need to collect data from all the establishments selected.
The questionnaire was designed for all establishments, both private and public. The designers have tried to adapt to all situations, but of course each establishment is different.
Does this concern the establishment or the head office?
This survey concerns the day-to-day organisation of work, i.e. the establishment, even if decisions are not always taken at this level. You should therefore not forward the questionnaire to your head office or another establishment.
Who should fill in the questionnaire? Can another employee answer in my place?
The Human Resources Department (HRD) must respond to the questionnaire, or if there is no HRD, the head of the establishment.
This survey concerns the day-to-day organisation of work, and therefore the establishment, even if decisions are not always taken at this level. You should therefore not forward the questionnaire to your head office or to another establishment.
It is important that the person completing the survey is present on site and is able to answer the questions on teleworking, working hours, holiday entitlements, social policies in force in the establishment, etc.

Can I keep track of my answers?
You can download your answers at the end of the online questionnaire.
The staff are being recruited elsewhere. Am I affected?
This applies even if the staff are recruited from elsewhere and assigned to your establishment. In fact, you manage timetables, work organisation, sick leave, and so on. It’s the day-to-day organisation of work that matters.
Are all business sectors affected?
Yes, every business sector is different, and taking account of this diversity is essential if the survey is to be representative.
Does this also apply to the civil service?
Yes, it’s one of the few surveys that covers all employers, both public and private. For example, it will provide results on how work is organised in companies, shops, associations, town halls, schools, etc.
Do you think your establishment is too special?
If your establishment is specific, and you don’t think it’s representative of your sector, it’s important to take part in the survey so that the results take account of the diversity of human resources management methods in France.

Why is it important to respond?
This study is important because it will enable us to understand employers’ constraints and their actions regarding the links between work and family life. You are directly concerned by this survey. The survey deals with a subject that is essential for professionals / HR departments.
Human resources management is an important factor in well-being at work and job attractiveness.
Every response counts! In order to grasp the diversity of situations, to advance knowledge about companies and public action in the field of work-life balance and, finally
between work and private life, and to ensure the statistical quality of the results, it is essential that your establishment respond to this survey.
Your responses will enable public decision-makers and social protection bodies to develop dedicated policies and support schemes. This will enable public authorities to respond better to needs.
The Families and Employers survey has been approved by the Conseil national de l’information statistique, and is recognised as being of general interest and of statistical quality. It is compulsory.
What happens to the data collected?
The information you provide is protected by statistical confidentiality. It is strictly confidential and will only be used to compile general statistics.
All protection measures have been implemented to comply with the requirements of the Statistical Confidentiality Committee and the law (RGPD, CNIL, etc.).
